Commissioner Williams called the meeting to order at 4:00 PM.
1. Discussion of Parking Issue at 813 10th Street N – Jason Enger
Jason Enger addressed the committee and discussed his difficulties with parking at his current location. He had his property rezoned from commercial to residential a number of years back and he does not have any room on his lot to park. He also stated that he cannot park in the alley because of the city ordinance which bars that activity, and the nearest on-street parking spot is a half block away, and in the winter with the snow parking restrictions, it is sometimes a full block away. He stated that he is beginning to receive parking tickets for parking in the alley and that is why he is here today. After some discussions, it was agreed to that Engineering staff would look at the Planning Commission minutes on his rezone information, look at the staff report on the matter to see if off-street parking comments were made at that time, look to see if there are any encroachments on file for this alley, and revisit this issue again in May. Note: There was not a motion on this matter.
2. General Discussion of the Flashing Yellow Arrow
Jeremy Gorden presented a video showing how the flashing yellow arrow operates and how Metro COG is undertaking a study now to see where this signal device could work in locations in the Fargo-Moorhead area. There was discussion on the matter and there was a general consensus that this signal device looks interesting and may have a place in Fargo.
