February 23, 2009

Michael Williams called the meeting to order.
Order of Agenda
Motion made by Herb Snyder and seconded by Tim Dirks to approve the order of agenda; motion carried.
Minutes
Motion made by Tim Dirks and seconded by Pat Zavoral to approve the minutes of the February 20, 2008 meeting; motion carried.
HVAC Commissiong/Filtration Testing
Richard explained that the air filtration testing is a part of the general construction contract. He suggests that the library get a proposal from the contractor for the filtration testing.
Richard also explained that the HVAC Commissioning is a consultant contract which is separate and independent of the construction contract. We would need to select a vendor and work with that vendor to produce a specific plan or we could do an RFP.
Telephone call was placed to Ed Nierode, County Manager for Grand Forks County. Various questions were asked of Mr. Nierode as to the necessity of commissioning, the cost incurred and how to determine what savings there may be. Mr. Nierode stated that the pay-back for their project was estimated at 3 years, but he felt they reached it in 18 months. He strongly recommended an energy policy be created and enforced, and felt that their substantial savings was due in part to strict adherence to their energy policy. Grand Forks County did not use RFPs for commissioning, but Mr. Nierode will contact the county auditor and request a copy of their contracts and savings documentation be forwarded to us.
Discussion took place as to how to determine a benchmark for readings used in commissioning. It was suggested that the benchmark is set by the person administering it, or the commissioning could take place after the building has been open and used for a few months. Will that have any impact on warranty?
Pat Zavoral made a motion that the Library Building Committee not take any action regarding commissioning until the library has been in operation in the new building for 6 months. Because we are still gathering information from other sources, it was decided not to make any decisions at this time. Motion was withdrawn.
The library must get M S & R involved with any RFP that it considers preparing.
Pre-Final Inspection Report
The Pre-Final Inspection Report distributed by Richard Moorhead at the last meeting was reviewed. Richard commented that some items were beyond the contractor’s control, ie modification of the island, completion of mural, planting of prairie grasses, and would not be held to the date for liquidated damages. The contractors will prepare an itemized list for the Building Committee’s approval of those items to be excluded from liquidated damages,
