Minutes
John Cosgriff moved to approve the minutes of November 19, 2004. Herb Snyder seconded the motion; the motion carried.

Discussion
Fifteen proposals were submitted by the deadline and distributed to committee members. The proposals have not been reviewed for completeness. Also distributed were the RFP language and ordinance, questions submitted by the architects with compiled answers, and worksheets for each proposal for notes and scoring.

The architects’ questions and subsequent answers were compiled by Charles Pace and Pat Zavoral and submitted to interested applicants Wednesday, January 12.

Pat Zavoral adjusted the aggressive timeline for the selection process. The interviews will be pushed back two weeks to give architects from outside the region flexibility with airfares.

Commissioner John Cosgriff stressed no communication or questions should be directed to any of the architects during the time of review. No calls should be accepted until after the interview process. Pat Zavoral suggested proposals be reviewed alphabetically at the next meeting, limiting finalists to a range of four to seven architects.

Typically fees are broken out in this general guideline. First research and interviews are used to find space and utilization needs. Then schematic drawings of the spatial relationships are created using 10%-30% of fees. Site selection would be an added expense at this time. Then design development with firmer lines in the space drawing utilizes up to 50% of fees. The next 30% of fees is used on working drawings. The last 20% of fees is for construction administration.

State law requires separate bids for the electrical, mechanical, and general construction contracts. This allows for smaller companies within the state to be viable candidates for larger projects.

The next meeting will be Friday, January 21, 2005 at 3:30pm in the River Room. This may be delayed depending on the review process. The meeting was adjourned.
