Minutes
Charles Pace moved to approve the minutes of January 17, 2005. Mike Sebille seconded the motion; the motion carried.

Discussion
Pat Zavoral distributed an alphabetical listing and a break down of national and local firm collaborations. Commissioner John Cosgriff stated all fifteen submitted proposals met the qualifications and professional requirements. Pat Zavoral stated one more proposal from Indiana arrived Tuesday, but was returned since they did not meet the deadline.

Commissioner John Cosgriff tabulated the firms that ranked in the top five to eight from the committee members’ independent reviews. Six members included Engberg/Lightowler in the top ranking. Five members included Burns/Burnidge/Cassel. Four members included Stroh/Dewberry and Clark/Enerson/YHR. Three members included Foss/Ross Barney and MS&R/Image Group. Two members included Meehan and Triebwasser/Will Bruder. One member included Tappe/Grobe, Engebretson/Frye/Gillian/Molinaro, and Parker Durrant/JLG.

It was agreed to interview the top six firms in this ranking, which includes Engberg/Lightowler, Burns/Burnidge/Cassel, Stroh/Dewberry, Clark/Enerson/YHR, Foss/Ross Barney, and MS&R/Image Group. Prior to the interviews, references of the finalists will be checked. Included in the inquiry will be questions of overall design, the design process, contract administration with regard to timely, clear and concise change orders and bills, project on budget, preliminary cost estimates, and state of the art technology. Charles Pace and Pat Zavoral will go over the questions and communicate via e-mail before starting to check references.

Pat Zavoral will also proceed with calling the firms that were not finalists. He will compile a letter to be signed by Commissioner Linda Coates for those firms selected and not selected as finalists. Interviews will be scheduled Friday, February 11 at 8:30, 9:30, 10:30, 1:00, 2:00, and 3:00 with deliberations following. The interviews will be 45 minutes each.

A draft of six to seven questions will be compiled for the interview by Pat Zavoral. These will include public library design experience, public process for citizen input, and the national/local firm relationship.

Next Meeting
The next meeting will be Friday, February 4, 2005 at 3:30pm in the River Room with representatives from Dakota Resource Council regarding renewable resources. The meeting was adjourned.
