Item 3: Section 106 Project Reviews (8:03 a.m.)
Dawn Mayo presented information on applications submitted for Storefront Rehab grants for the current year. Section 106 of the National Historic Preservation Act requires that the City of Fargo take into account the effect any federally-funded undertaking may have on historic properties. The goal of the Storefront Grant Program is to remove any blighted conditions yet maintain the character of the historic district. Currently the City has $40,000 in funds available for Storefront Rehab. The City has received proposals on the following:
802 1st Avenue N is an existing commercial property submitting an application for façade renovation. The renovation will be for building office space and storage. Since the property is not considered to be historic, the desire is to renovate the space with a modern approach. The application representative is Bob Ames from Foss Architecture & Interiors, Ltd.
After review and discussion a motion was made.
Ms. Strom moved that the findings of staff, “No historic property affected”, be approved and that funding be approved due to removal of blight. Second by Peter Moynihan. David Schultz recused himself from voting due to a potential conflict. All other Commissioners present voted aye and the motion was declared carried.
305 Broadway and 309 Broadway (8:46 a.m.)
No applicant representative was present. The item is tabled until the next meeting.
608 Main Avenue (8:15 a.m.) is an existing mixed use historical property submitting an application for renovation of the building façade. The building will be developed with retail on the main floor and an owner-occupied condo on the second floor. The application representative is Bruce W. Taralson. Kerry Peuser from Contractor Services, Inc. is the contact for project design.
610 Main Avenue (8:35 a.m.) is an existing mixed use historical property submitting an application for façade renovation. The application representative is Bruce W. Taralson. Kerry Peuser from Contractor Services, Inc. is the contact for project design.
After review and discussion a motion was made.
Ms. Strom moved that more detail be provided and that both proposals for 608 and 610 Main Avenue be re-evaluated at the next meeting. Second by David Shultz. All other Commissioners present voted aye and the motion was declared carried.
