Fargo Human Relations Commission Minutes

The meeting of the Fargo Human Relations Commission (FHRC) was called to order by chair Janeen Kobrinsky at 11:30 a.m. in the Commission Room at Fargo City Hall, 200 3rd Street North, Fargo.

Item 1 – Welcome and Introductions 11:30
Commissioners present were Janeen Kobrinsky, Fowzia Adde, Joy Rice, Amy Phillips, Hatem Nour, Yoke Sim Gunaratne and Prairie Rose. Chuck Stebbins and Alisha Ankers were not present. Staff present was Dan Mahli and Hali Durand. Intern present was Tammy.

Item 2 & 3 – Approval of Agenda and Minutes 11:40
All present voted to approve the agenda and minute and the motion carried.

Item 4 – Announcements 11:41
Amy Phillips announced that training on Institutional racism will be held on Thursday, February 15 (partial day) and all day February 16th  and 17th at the MSUM campus. Any questions or inquiries for information can be directed to Amy.

Prairie Rose announced that the Hip Pop Congress will be held February 16-18 and the 7th annual film festival will be held March 7-10. Information regarding the film festival can be found on their website

Item 5 – Immigrant Development Center Presentation 11:43
Fowzia Adde gave a presentation of the history of the Immigrant Development Center.

Item 6 – FHRC Activities 11:56
Dr. Martin Luther King, Jr. Day
Dan Mahli summarized the outcome of the event. Approximately 430 were in attendance and a donation has been made to the Fargo Coalition for homeless persons.

A suggestion was made to get more involved with recruitment for next year’s event planning.

FHRC year-end retreat
The FHRC proposed to hold the year-end retreat on March 29th from 5-8 pm at the Green Market on NP Avenue in Fargo. All were in favor. There, the action plan for 2007 will be reviewed.

Know Your Rights Initiative
Amy Phillips gave an update on the Know Your Rights initiative. The housing cards have been finished, the credit info cards are in final draft, and the translation cards are finished as well. The initial 4 cards are projected to be completed this summer and posted to the web site, and then distributed.

The next meeting will be on February 13th, 2007 in the Valley Room at 2pm.

Item 7 – Funding Requests 12:08, 12:31
Tri-College Women’s NEW Leadership Development Institute
Dan Mahli gave an update of the budget for events.
Janeen Kobrinsky motioned to sponsor the Tri-College Women’s NEW Leadership Development Institute with a $250 donation. Fowzia Adde seconded the motion, all voted yes and the motion carried.

FM Pride Collective for a 2007 Pride Week paper advertisement
Dan Mahli announced a request for a 2007 Pride Week paper advertisement for the June edition. This will be for a ¼ page add in the amount of $140.

Joy made a motion to pass the request, all were in favor, the motion passed

LSS New American Services’ Building Bridges conference
Darci Asche, Community Liaison for Lutheran Social Services came to request $200 for publicity and materials from the FHRC. She gave an update of the upcoming conference that is scheduled for March 26-27, 2007, and gave an overview of the New American Services and its benefits.

Amy Phillips made a movement to approve the request, all were in favor. The motion passed.

Item 8 – Public Comments 12:17
Scott Macafee addressed the committee regarding several instances where he feels he has been discriminated against and treated unfairly since living in the Fargo-Moorhead area. He stated he would like the government and court systems to bring equal right to all races, to bring justice to minorities, to protect and uphold equal rights, and to stand up and speak about issues that are occurring.

Macafee did report each incident that occurred.

Amy Phillips requested to put this item on the FHRC year-end retreat agenda to discuss. She also asked Mr. Macafee to file a grievance with the FHRC regarding these issues.
Del Rae Williams with the Moorhead HRC extended an invitation to the FHRC to their hosted power dinners. The dinners are established to development relationships with Latinos.
The FHRC accepted the invitation unanimously. Dan Mahli will work with Del Rae to coordinate the dates and times.

Item 9 – 12:39
Other business not listed on the agenda
Donations are still coming in from the MLK event.

Janeen Kabrinsky made a motion to give funding to the Tri-College Pow Wow for their March 24th 2007 event. Joy seconded the motion. The motion passed.

Joy Rice motioned to accept the proposed budget, with amendments. Amy Phillips seconded the motion. The motion passed.

Item 10 – Adjourn
The meeting adjourned at 12:45 p.m.
