The Regular Meeting of the Board of Parking Commissioners of the City of Fargo, North
Dakota was held in the City Commission Room at City Hall at 7:45 a.m. Friday, June 5,
2009.

The Parking Commissioners present or absent were as follows:
Present:  Mike Williams, Margie Bailly, Rick Engen and Tracy Walvatne
Absent:  Karen Stoker
Others Present:  Bob Stein, John Rogne, Jim Gilmour, Dave Anderson, Jill Eggl, Tim Dirks, Rob Lynch, Todd Wahl and Kim Citrowske.

Item 1. Call to Order and Minutes
Chairperson Commissioner Williams called the meeting to order.  Mr. Engen moved to approve the minutes of the April 24, 2009 meeting. Second by Ms. Bailly. All members present voted aye and the motion was declared carried.

Item 2. Update on International Parking Institute
Mr. Stein stated that he and Ms. Citrowske attended the IPI Conference in Denver, CO.  Denver’s Parking charges construction companies $25 per liner foot per day in the Downtown. He stated that that might be a strategy that could be explored when dealing with construction companies that may take too long or do not keep their equipment compact.

Item 3. Review Lighting Upgrade Recommendations
Mr. Stein introduced Jill Eggl, a certified lighting designer, with Ulteig Engineers in Fargo. Ms. Eggl outlined various lighting options she explored for the Island Park Ramp and Ground Transportation Center Garage. Ms. Eggl determined that linear fluorescent fixtures provided the shortest payback with highest energy savings. Illumination levels may be decreased in the Island Park Ramp, but will still be above the industry guideline for parking facilities and provide a safe place for parkers. Mr. Stein stated that these improvements will be paid for by stimulus grant money.

Item 4. Review Library Sign Proposal
Mr. Stein presented a sign update for the Civic Center lot sign to include the library. He stated that staff recommends the library portion replicate the existing “Civic Center” green and font portion of the sign. Staff will follow up with this item.

Item 5. Operator’s Report
Mr. Rogne presented the Operator’s Report for May 2009. The US Bank Ramp is in demand and will get its annual structural inspection from Heyer Engineering this summer. The NP Avenue lot is full due to construction vehicles from the Cityscapes project parking off-street. The Island Park Ramp is down 20 renters from the bank and the Civic Center lot has experienced over 20 renters a day from library patrons. The 2nd Avenue South Lot has reached its cap for monthly renters.

Discussion took place on policy of parkers who enter a lot after 4 p.m. Mr. Rogne stated that Parking Service usually charges $1 at the entrance for all parkers entering after 4 p.m. “Happy Hour” - Parking after 4p.m. for $1 was supported.

Item 6. Lots of Parking: Land Use in a Car Culture, Chapter Eight
Chapter 8 is titled, “Parking for Shopping: Development in the Suburbs” which elaborates on how parking and retail shopping affect each other.

Item 7. Other Issues
Downtown Fargo has been nominated for the American Planning Association – APA’s “Great Places in America” designation. Staff is working on the supplementary application which is due Thursday, June 11, 2009.  The meeting adjourned at 8:55 a.m.
